This report reviews existing evidence on the use of positive action to address under-representation of ethnic minority groups, disabled people and women in apprenticeships.

The report also sets out the findings of a roundtable discussion held with academic, government and policy experts.

The report was commissioned by the Equality and Human Rights Commission, working in partnership with the University of Chester and the Young Women’s Trust.
