What this briefing is about

The impact of the COVID-19 pandemic on older and disabled people in residential care. This briefing sets out the government and service providers’ obligations to residents protect their lives, dignity wellbeing and freedoms.

Why we were involved

COVID-19 has had a significant impact on people living in residential care. There is evidence that equality and human rights standards have not been upheld through the pandemic.

Our main recommendations

The Welsh Government should:

  • urgently review the experience of residents and workers in care homes during the pandemic
  • make sure that residents are involved in all decisions about their care and remove any ‘do not resuscitate’ orders that were applied without consultation
  • work with care providers to make sure there is a tailored approach to visits and prohibit blanket restrictions
