What this Act covers

The Coronavirus Act 2020 put laws in place for emergency measures in response to the coronavirus (COVID-19) pandemic.

Why we were involved

The legislation introduced a range of emergency measures that had significant equality and human rights implications.

Our recommendations

We advised that the emergency provisions should be:  

  • proportionate and measured
  • rooted in science and the law
  • subject to review and with clear end points
  • flexible to specific needs  and remain open to challenge

We also recommended that the effect on equality and human rights must be measured to make sure that any negative outcomes are addressed.
