A public authority planning to introduce a new policy or make changes or cuts to a service should ensure it has sufficient evidence to consider whether the decision would have a disproportionate impact on people sharing one or more protected characteristics. This is a requirement of the general equality duty.
This guidance has been developed primarily for those responsible for implementing the Wales specific equality duties, particularly those at senior and operational level Assessing Impact: A Guide for Listed Public Authorities in Wales who are responsible for policy and decision-making. The guidance will also be useful to anyone who has an interest in the work and activities of public authorities.
