Advice to the Welsh Government

The Equality and Human Rights Commission has made a written submission to the National Assembly’s Constitutional and Legislative Affairs Committee’s and the External Affairs and Additional Legislation Committee’s joint consultation into the European Union (Withdrawal) Bill and its implications for Wales.

The submission is underpinned by our 5 point plan on how Britain can keep and strengthen its status as a world leader on equality and human rights after we leave the European Union.

The Equality and Human Rights Commission has made a written submission to the National Assembly’s Equality, Local Government and Communities Committee’s Inquiry into human rights in Wales (submitted February 2017).

This submission provides evidence on areas highlighted in the Inquiry’s Terms of Reference, including:  

• the impact of the UK’s withdrawal from the European Union on human rights protection in Wales
• the impact of the UK Government’s proposal to repeal the Human Rights Act 1998 and replace it with a UK Bill of Rights, and
• public perceptions about human rights in Wales, in particular how understandable and relevant they are to Welsh people.

The Equality and Human Rights Commission has written to Welsh political parties (Word) ahead of the 2016 election. 

The Equality and Human Rights Commission has provided a formal response to the Commission on Devolution in Wales, which is reviewing the powers of the National Assembly for Wales. The Commission’s recommendations are focused on securing the future of the strong and distinct equality and human rights agenda in Wales.

Jane Hutt, the then Equalities Minister, wrote to the Equality and Human Rights Commission Wales Committee seeking its advice on the Welsh Government Programme commitment ‘to explore how establishing stronger Welsh accountability for equality and human rights legislation, including enforcement of Wales specific duties, can be achieved.’

The Wales Committee welcomed the opportunity to provide advice to the Minister. The Committee’s advice paper makes a number of recommendations. Together these recommendations enable the Welsh Government to secure increased accountability for equality and human rights and ensure it has control of this important agenda in Wales – and of the Public Sector Equality Duty in particular. This advice paper was provided to the Welsh Government in November 2012.
